SAP - Bulk Testing Fuels

Background
The Testing and Advance Technology Division (TATD) of the EPA's Office of Transportation and Air Quality (OTAQ) is seeking to purchase bulk fuels for certification testing. OTAQ administers portions of Title II of the Clean Air Act, focusing on regulating engine and motor vehicle emissions while advancing clean vehicle fuels and technologies. The certification fuel is essential for the US EPA to perform testing functions in compliance with applicable regulations governing emissions and fuels.

Work Details
The contractor shall supply the following bulk fuel products:

1. **2007 Certification Diesel**: 3500 gallons, compliant with 40 CFR 1065.703(b). Specifications include:
- Cetane Number: 40-50 (ASTM D613)
- Distillation Range:
- Initial Boiling Point: 171-204 °C
- 10 pct. point: 204-238 °C
- 50 pct. point: 243-282 °C
- 90 pct. point: 293-332 °C
- Endpoint: 321-366 °C
- Gravity: 32-37 °API (ASTM D4052)
- Total sulfur: 7-15 mg/kg (ASTM D2622, ASTM D5453, or D7039)
- Aromatics, min.: 100 g/kg (D5186)
- Flashpoint, min.: 54 °C (ASTM D93)
- Kinematic Viscosity: 2.0-3.2 mm²/s (ASTM D445)

2. **Tier 3 Regular Gasoline**: 5000 gallons, compliant with 40 CFR 1065.710(b)(2). Specifications include:
- Antiknock Index (R-M)/2: Minimum of 87.0 (ASTM D2699 and ASTM D2700)
- Sensitivity (R-M): Minimum of 7.5 (ASTM D2699 and ASTM D2700)
- Dry Vapor Pressure Equivalent (DVPE):
- Low Temperature Testing: 60.0-63.4 kPa
- High Altitude Testing: 77.2-81.4 kPa
- General Testing: 52.4-55.2 kPa
- Distillation:
- 10% evaporated: Low Temp: 49-60 °C; High Altitude: 43-54 °C; General Testing:49-60 °C
- Final boiling point max residue: Maximum of 2.0 mL
- Total Aromatic Hydrocarbons volume %: 21.0-25.0.
