Background
The Environmental Protection Agency (EPA), specifically the Office of Air and Radiation (OAR) at the National Vehicle Fuels and Emissions Laboratory (NVFEL), is seeking to procure a new Cannon Instruments Mini AV-X viscometer. This procurement aims to support NVFEL's mission to protect human health and the environment by reducing air pollution from mobile sources and fuels. The contract is awarded on a sole source basis due to the specific requirements that only Cannon Instruments can fulfill, as they manufacture instruments for measuring fuel properties including viscosity, flash point, and density.

Work Details
The contractor shall supply and install one new Cannon Instruments Mini AV-X ASTM D445 compliant viscometer capable of measuring the kinematic viscosity of transportation fuels in accordance with ASTM D445 standards. The contract includes:
1. Cannon Instruments Mini AV-X Viscometer with warranty (1 EA)
2. Installation and training for 2 users (1 EA)
3. Windows 11 PC with Viscaro software (1 EA)

Specifications for the viscometer include:
- Analysis software with LIMS integration, export capabilities, and reporting features.
- Ubbelohde-style viscometer tubes calibrated at 40°C: MINI AV Ubb Std 1-100 15K EP Glass and MINI AV Ubb Std 6-600 15K EP Glass.
- ISO17034 calibration standards for supplied tubes.
- Compliance with ASTM D445, configurable temperature range of 15°C to 100°C, accuracy of ±0.01°C, resolution to 0.01s, and timing accuracy to ±0.001s.
- Capability for unattended testing of at least 10 samples.
- Benchtop area requirement not exceeding 24” wide x 20” deep.
- A one-year warranty covering all parts, labor, and travel post-installation.

Period of Performance
Delivery shall be within 90 days from the date of award.

Place of Performance
The installation will take place at the U.S. Environmental Protection Agency, National Vehicle and Fuels Emission Laboratory, located at 2565 Plymouth Road, Ann Arbor, MI 48105.
