The National Cemetery Administration (NCA) has a requirement for Grounds Maintenance Services at the San Francisco National Cemetery. The Government intends to award a single Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract.

Requirement: The Contractor shall provide all labor, equipment, materials, and supervision of its employees to perform grounds maintenance services at San Francisco National Cemetery, in accordance with the Performance Work Statement (PWS).

This requirement is restricted as a 100% Service-Disabled Veteran Owned Business Set-Aside. The North American Industry Classification System (NAICS) Code assigned to this project is 561730 - Landscaping Services and the Small Business Size Standard is $9.5 Million. This acquisition will be procured in accordance with FAR Part 12 Acquisition of Commercial Products and Commercial Services and in conjuction with FAR Part 15 procedures.

Questions: All vendor questions regarding this solicitation shall be submitted by email to the Contracting Specialist no later than 02/10/26 @ 1:00 PM (PST). Questions received after this deadline may not be addressed, and answers will be provided via amendment on SAM.gov.

Site Visit: A site visit is scheduled for 02/05/26 @ 10:00 AM (PST). Vendors shall meet at the administration building and must arrive on time. Vendors are strongly encouraged to attend the site visit to ensure a full understanding of the requirements. No additional or repeat site visits will be scheduled.

Offerors are required to notify, via email, Contract Specialist Roberto Escobedo and Roberto Ahlers (COR) of their plan to attend. Notification should include Company Name, Address, Names of Attendees, and Phone No. Attendance Notification should be received by the Contract Specialist and COR via email Roberto.escobedo@va.gov and roberto.ahlers@va.gov no later than 02/02/2026, at 3PM (PST).

SAM Registration: Only quotes submitted by vendors that are actively registered in SAM.gov at the time of quote submission and award will be considered. Quotes from vendors that are not actively registered in SAM.gov will be rejected as non-responsive.

Work Details
The Contractor shall provide all labor, equipment, materials, and supervision necessary to perform grounds maintenance services at the San Francisco National Cemetery. The scope of work includes:

- Headstone Services
- Gravesite Maintenance
- Turf and Grasses Maintenance
- Tree, Shrub & Planting Bed Maintenance
- Irrigation System Services
- Drainage System Maintenance
- Trash & Debris Removal
- Pavement Sweeping & Cleaning
- Structure Cleaning, Light Maintenance, and Janitorial Services
- Assistance during Ceremonies. The contractor must ensure that all services adhere to the Performance Work Statement (PWS) standards set by the NCA.
