Description

This Request for Information (RFI) is solely to gather information from qualified contractors regarding the assessment and upgrade of the burglar and fire alarm monitoring systems, as well as the video surveillance systems at the National Technology and Development Program (NTDP) facility. The RFI aims to identify potential contractors, understand their qualifications and experiences, and gather technical proposals to address the security and safety needs of the NTDP facility. Additionally, it provides an opportunity for contractors to provide input and recommendations on the project before formal proposals are requested.

As a result of this RFI, the Forest Service National Technology & Development Program (NTDP) may contact respondents for an invitation to an Industry Day. Interested contractors are invited to participate in an Industry Day where they can showcase their products and services for burglar, fire alarm, and video surveillance systems at the NTDP facility. This Industry Day will provide an opportunity for respondents to gain a firsthand understanding of the existing systems and site layout, as well as to interact with NTDP representatives. Vendors who do not receive an invitation to participate may show up without an invitation but, due to time constraints, are not guaranteed an opportunity to provide a technical demonstration. The Government will not pay for, nor reimburse, any expenses incurred in responding to this RFI or participating in the Industry Day, if invited.

Background
The National Technology and Development Program (NTDP) facility, operated by the United States Department of Agriculture (USDA) Forest Service, is seeking qualified contractors to assess and upgrade the burglar and fire alarm monitoring systems, as well as the video surveillance systems at their San Dimas, CA location. The facility is a secured federal facility dedicated to the development and testing of new technology for the Forest Service. The RFI aims to identify potential contractors, understand their qualifications and experiences, and gather technical proposals to address the security and safety needs of the NTDP facility.

Work Details
The specific services required include fire alarm systems and monitoring, burglar alarm systems and monitoring, and video surveillance systems with recording and storage capabilities at various locations within the NTDP facility. Vendors are expected to provide a Technical Capability Statement outlining system capabilities, available technologies, past performance, and other differentiators that would indicate the ability to meet the specified needs.
Vendors must also estimate Rough Order of Magnitude (ROM) costs for proposed improvements, removals of existing systems, monitoring services, and equipment maintenance.
Additionally, vendors are required to provide a statement of interest for bringing proposed system and services to the Industry Day located in San Dimas, CA.
