Description

NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT: The Air Force Technical Applications Center (AFTAC), Nuclear Treaty Monitoring Directorate, Patrick Air Force Base, Florida, Contracting Office, AMIC DET 2 OL/PKA (Patrick AFB FL) intends to solicit and negotiate with one source, Southern Methodist University (SMU). The statutory authority for this acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1. In accordance with FAR 6.302-1(b)(1), when there is a reasonable basis to conclude that the agency's minimum needs can only be satisfied by unique supplies or services available from only one or a limited number of sources or from only one supplier with unique capabilities. The scope of this service requirement is to provide real-time data from 5 seismo-accoustic arrays. The North American Industry Classification System Code (NAICS) is 541690 with a size standard of $15M.

It has been determined that SMU is the only responsible source capable of providing this service. No solicitation package will be issued. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, any firm that believes it can meet the specifications above may give written notification to the point of contact below no later than 11:00 A.M., ET, on 05 Jul 2019. Inquiries will only be accepted via email to Ms. Kim Pattan (kim.pattan@us.af.mil) and Ms. Cynthia Turner (cynthia.turner.1@us.af.mil). No telephone requests will be honored.

A determination by the Government not to compete this proposed effort on a full and open competition basis is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.

OMBUDSMAN AFFARS 5352.201-9101 (JUN 2016):

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Lt Col Aaron D. (d) The ombudsman has no authority to render a decision that binds the agency.

(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
