The Naval War College has a requirement to purchase Samanage Professional Service Agent User Licenses. Under the authority of 10 USC 2304(c)(1) pursuant to FAR 13.106-1(b)(1)(i), the product or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. No gray market items will be accepted. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government.

As evidenced in the sole source justification provided by the requiring activity, Samanage is the only practical application that meets the diverse needs of the NWC. SolarWinds of North America, Inc. develops, services, and markets the following products for the help desk services. Samanage incidents are managed through a solution that automates many steps, the resolution process becomes smoother and more thorough, giving users the opportunity to better understand lessons learned during the resolution process. As a collaboration tool, incident management through Samanage keeps users informed every step of the way. Greater visibility through the ticketing solution allows you to plan and structure workflows, while keeping track of all admins and users history, asset changes, and interactions. For Problem Management, Samanage ensures that you find permanent solutions to problems and prevent repeat incidents that cause unnecessary service disruptions. For Change Management, Samanage allows stakeholders to create new change requests, estimate impact, and choose the right priority level for the change. For Release Management, Samanage increases the efficiency of technology development and implementation, while minimizing disruptions to end users and core business activities. For Service level Management, Samanage sets expectations appropriately as you make technology and software changes within your organizations. Custom SLAs give you the opportunity to detail to your organization when, how, and why an incident is being escalated through the ITIL process. The equipment specified is SAML2 SSO compliant, and offers Google apps integration as well as API support to integrate with the systems and infrastructure currently in use within the US NWC environment.

This procurement is offered on an unrestricted basis. The NAICS code is 511210, Software Publishers, and the small business size standard is $38.5M. The solicitation document and incorporate provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-05 08-13-2019 and DFARS DPN 20190820, Effective 20 Aug 2019.

If no responses are received by the above referenced date/time a sole source contract will be awarded to SolarWinds North America, Inc. The award is estimated to be made no later than October 10, 2019.

All responsible sources may submit a proposal, capability statement or quotation which shall be considered by the agency.
