Background
The Department of Veterans Affairs, through the National Cemetery Administration, is issuing this solicitation for the renovation and expansion of the Salisbury National Cemetery located in Salisbury, North Carolina.

The project aims to address facility condition assessment deficiencies and enhance the cemetery's infrastructure to better serve veterans and their families. The scope includes two main projects: the renovation of public restrooms and the expansion of the cemetery at Annex II on recently acquired land.

Work Details
The construction tasks under this contract include:
- Renovation and repairs of public restrooms.
- Construction of a new columbarium with memorial walls.
- Site work including excavation, grading, and installation of stormwater management systems.
- Infrastructure improvements such as utilities installation (storm, sewer).
- Construction of a new public restroom building and material storage building.
- Erosion control measures.
- Paving works including asphalt and concrete for roads and curbs.
- Removal of existing structures like soil storage buildings.
- Installation of flag poles, service plaques, and signage.
- Historic iron fence restoration as part of compliance with preservation standards.

Period of Performance
The contractor is required to begin performance within 10 calendar days after receiving the award and must complete all work within 550 calendar days.
