Background
The U.S. Army Contracting Command – Rock Island (ACC-RI) is issuing a justification for a sole-source award to Computable Insights, LLC, a wholly-owned subsidiary of Salesforce, Inc.

This contract aims to establish a decentralized Indefinite Delivery, Indefinite Quantity (IDIQ) Enterprise Agreement (EA) for Salesforce products and outcome-based services across the entire Department of War (DoW).

The goal is to provide the full suite of Salesforce Software Licenses and Support, enabling implementation and operational outcomes throughout the DoW. This new agreement replaces the current Army Enterprise Agreement and establishes a contract ceiling of $5.6 billion.

Work Details
The IDIQ will cover the procurement of Salesforce Software Licenses, Maintenance, Advisory, and Outcome-Based Professional Services.

The structure allows flexibility in issuing delivery orders as needed to support evolving requirements across the DoW. The planned contract is a Firm-Fixed-Price (FFP) IDIQ with a ceiling reflecting anticipated growth over the next ten years.

It will include all software maintenance, renewal subscriptions, SaaS renewals, advisory services, and outcome-based professional services at the ordering activity level. Any new licenses or services not covered under the original ceiling will require separate justification to ensure compliance with competition requirements.

The products and services will be delivered and performed across various locations within the Department of War.
