PURPOSE: The U.S. Army Corps of Engineer (USACE), Philadelphia District (NAP), anticipates a requirement for the Maintenance Dredging of the Salem River in Salem River in Salem, NJ. DESCRIPTION: Contract work will consist of Maintenance Dredging of the Salem River, NJ federal navigation channel to the authorized depth of 16 ft MLLW plus 2 ft overdepth, non-contour dredging, with the exception of the turning basin which will be 16 ft MLLW plus 1 ft overdepth. Dredging operations will clear approximately 116,000 cubic yards of fine-sand and silty sediment from the channel and turning basin. Beneficial use placement of the dredged channel sediments will be accomplished at designated locations within the US Fish and Wildlife Service?s Supawna Meadows National Wildlife Refuge, Goose Pond area. Turning Basin dredging may have a different placement area at Tilbury Island. The contractor is required to have specialized experience since work requires the beneficial use placement of dredged sediments in sensitive marsh environments of a National Wildlife Refuge. Contractor must be able to demonstrate prior experience on dredging projects involving beneficial use placement techniques within environmentally sensitive coastal marshes and wetlands and knowledge of the dynamic conditions that exist for these placements. No dredging can occur between 1 March and 30 June due to environmental restrictions. DISCLOSURE OF MAGNITUDE OF THE PROPOSED CONSTRUCTION PROJECT: $1,000,000 and $5,000,000.NAICS CODE AND SBA SIZE STANDARD: 237990, Dredging and Surface Cleanup Activities; $37,000,000PERIOD OF PERFORMANCE: The estimated period of performance is 300 calendar days from Notice to Proceed (NTP)SYSTEM FOR AWARD MANAGEMENT (SAM): Bidders are required to be registered in the System for Award Management (SAM) database (https://sam.gov) and PIEE at the time a bid is submitted in order to comply with the annual representations and certifications requirements. Registration for PIEE is required as this is the only place bids shall be submitted. Bids must be submitted in PIEE Solicitation Module. Bids must be submitted in PIEE Solicitation Module. ADDITIONAL INFOMRATION: Specific information pertaining to this procurement will be available in the solicitation. The solicitation documents will be posted on the SAM.gov website, https://sam.gov and PIEE Solicitation Module. It is and will continue to be the responsibility of all potential Bidders to monitor the SAM.gov website for any amendments, updates, responses to questions and answers, etc. as the Government will not be maintaining a mailing list.

Background

Work Details
The contract work will consist of maintenance dredging of the Salem River federal navigation channel to an authorized depth of 17 feet Mean Lower Low Water (MLLW) plus 2 feet overdepth, with the exception of the turning basin which will be dredged to 16 feet MLLW plus 1 foot overdepth.

The dredging operations will involve clearing approximately 150,000 cubic yards of fine-sand and silty sediment from both the channel and turning basin. The beneficial use placement of the dredged sediments will occur at designated locations within the US Fish and Wildlife Service’s Supawna Meadows National Wildlife Refuge, specifically in the Goose Pond area. It is noted that turning basin dredging may have a different placement area at Tilbury Island.

The contractor must possess specialized experience due to the requirement for beneficial use placement in sensitive marsh environments within a National Wildlife Refuge. Contractors are expected to demonstrate prior experience on similar dredging projects that involve beneficial use placement techniques in environmentally sensitive coastal marshes and wetlands, as well as knowledge regarding the dynamic conditions affecting these placements. Additionally, no dredging activities can take place between March 1 and June 30 due to environmental restrictions.
