This is a two-phase, Design//Build, 100% Full and Open procurement. In accordance w ith Federal Acquisition Regulation 19.1307, this project requires the HUBZone 10% price evaluation.

Central Contractor Registration (CCR) and ORCA are now available through the System for Aw ard Management (SAM), available at w w w .sam.gov. Offerors must comply w ith the requirements of 52.204-7, 52.204-8, 52.232-33, and any other CCR/ORCA requirements in this solicitation through SAM. PLEASE NOTE: SAM is completely free of charge f or both registrants and users.

Background
The solicitation is for a two-phase, Design/Build, 100% Full and Open procurement for the restoration of the PFC Cloyse E. Hall US Army Reserve Center in Salem, Virginia. The estimated construction cost is between $10,000,000.00 and $25,000,000.00. The project requires the HUBZone 10% price evaluation in accordance with Federal Acquisition Regulation 19.1307.

Work Details
The project includes various construction tasks such as architectural design objectives, coordination with local authorities, interior design, plumbing, electrical work, HVAC systems, fire protection, telecommunications, temporary construction facilities and controls, site plan modifications, training center first floor construction plan modifications, and new infill addition.
The project also involves repair work for roofing replacement, roof patching, ground source heat pump installation, and new unheated storage building.
The design narrative should address the sequencing of work within a multi-story renovation and provide details on architectural features, structural elements including elevator design and seismic requirements, HVAC system design, hazardous materials abatement, energy conservation techniques, and sustainable design strategies.

The construction projects will be performed at the Army Reserve Center located in Salem (Roanoke County), Virginia.
