The Department of Homeland Security (DHS) U.S. Immigration and Customs Enforcement (ICE) has an immediate need for services supporting the Safety and Verification Initiative (SVI) for unaccompanied alien children.

See solicitation and attached documents for full details.

In this solicitation, the Government will utilize the principles and procedures from FAR Part 12, FAR Part 15, and FAR Part 16. The Government anticipates awarding a hybrid firm-fixed-price and cost reimbursable Indefinite Delivery, Indefinite Quantity (IDIQ) contracts to multiple vendors as a result of this solicitation. This strategic combination aims to make our procurement process more efficient and effective. By using the negotiation techniques of FAR Part 15 and the flexible contract types under FAR Part 16, the Government expects to achieve the best outcomes that meet its goals and compliance requirements. This approach will enable us to leverage the strengths of all parts, ensuring a streamlined and adaptable procurement process that aligns with our organizational objectives and regulatory standards.

Background
The Department of Homeland Security (DHS) U.S. Immigration and Customs Enforcement (ICE) has initiated the Safety and Verification Initiative (SVI) to support unaccompanied alien children (UAC). This program aims to ensure the safety and well-being of vulnerable minors by conducting wellness checks and confirming their locations.

Between Fiscal Years 2021 and 2024, over 479,000 UACs were released from federal custody, with a subset requiring additional verification for safety assessments. ICE is committed to safeguarding these children and ensuring they are aware of their immigration status and responsibilities.

Work Details
The contractor shall provide all management, supervision, labor, and materials necessary to perform the services identified in the performance work statement (PWS). The tasks include:
1. Confirm Location: Identify and review the child’s location using available databases and other records.
2. Conduct Site Visit and Observe Overall Wellness: Identify who lives with the minor, their relationship, and observe for signs of abuse, abandonment, neglect, or trafficking. If any signs are indicated, the contractor must notify the designated ERO point of contact.
3. Contract Pricing includes various Contract Line Items (CLINs) such as confirming addresses, conducting site visits, observing overall wellness, travel costs, and transition periods across multiple years with specified minimums and maximums for cases managed.

Place of Performance
The services will be performed across various locations in the United States as specified by ICE.
