Background
The Federal Transit Administration (FTA), part of the U.S. Department of Transportation (DOT), prioritizes the safety of the nation’s public transportation systems.

The Bipartisan Infrastructure Law grants the FTA authority to enforce a regulatory framework for public transportation safety and enhance State Safety Oversight (SSO) programs. This contract aims to provide professional contractor support for assessing State Safety Oversight Agencies (SSOAs) and Rail Transit Agencies (RTAs) during Safety Enforcement Actions and subsequent corrective phases.

Work Details
The contractor will deliver senior level transit technical support, which includes:
1. Assessing SSOA and RTA during Safety Enforcement Actions.
2. Providing oversight of activities undertaken by SSOA and RTA to address findings from SMI Final Reports, Special Directives, Immediate Action Letters, or other enforcement tools.
3. Systematic oversight focusing on immediate safety deficiencies, safety culture, management accountability to safety, risk management policies, operational practices, and staffing adequacy.
4. Activities include coordination of meeting materials, tracking corrective action plans (CAPs), developing inspection plans, conducting on-site inspections, and ongoing technical reviews.

Period of Performance
The contract will be performed over a four-year term consisting of one base year and three one-year option periods.

Place of Performance
The contract will be performed within the United States.
