Amendment 3: April 19, 2022

The purpose of this amendment is to provide a clarification of the Organizational Conflict of Interest (OCI) language added in Amendment 1 to the SETS Final RFP.

Prior to Amendment 1 the SETS Final RFP contained a placeholder for Attachment J.1-J Organizational Conflict of Interest Avoidance Plan. Like Attachment J.1-H IT Security Management Plan and Attachment J.1-I Safety and Health Plan, this attachment is normally completed following contract award. However, a recent change in agency approach to OCIs resulted in Amendment 1, which requires offerors to provide two OCI submissions in the Business Volume of their proposals.

First, in accordance with L.33 Notice of Potential Organizational Conflicts of Interest (g)(1), offerors shall include an OCI Assessment which identifies any current OCIs that will be affected by performance of the SETS requirements . This will be evaluated by the Government to ensure any current OCIs are properly addressed during the proposal evaluation phase.

Second, in accordance with L.33 Notice of Potential Organizational Conflicts of Interest (g)(2), offerors shall include an OCI Plan. This OCI Plan details how the offeror would address OCI concerns that may arise during performance of the SETS contract. Once approved by the Contracting Officer, this OCI Plan will be incorporated into the SETS contract at time of award as Attachment J.1-J Organization Conflict of Interest Avoidance Plan (which was reference in the original solicitation).

Offerors are encouraged to thoroughly review provisions L.33 Notice of Potential Organizational Conflicts of Interest and M.7 Prospective Contractor Responsibility and Special Standards before drafting their OCI Assessments and OCI Plans.

Amendment 2: April 18, 2022

The purpose of Amendment 2 is to incorporate the following changes to the SETS Final RFP:

1. Publish Attachment J.2-G Past Performance Questionnaire - Revision 1 incorporating the following changes:

Updated proposal due date to align with Amendment 1 due date of April 29, 2022.

Align column header acronyms on page three with the definitions on pages four and five

Pursuant to this change, offerors should send the revised Attachment J.2-G to all entities previously provided the Attachment for the purpose of submitting a PPQ on behalf of the Offeror.

In the event that the Government receives PPQs on the original Attachment J.2-G, the Government will contact the submitting entities. These entities will be provided an opportunity to resubmit PPQs on the revised Attachment J.2-G until the deadline for PPQ submission defined in the solicitation. If the Government receives a PPQ on the original Attachment J.2-G less than three (3) business days prior to the PPQ submission deadline, the submitting entity will be provided three (3) business days to submit an updated PPQ on the revised Attachment J.2-G. Entities who choose not to resubmit will have "good" ratings adjusted to "satisfactory" ratings and "satisfactory" ratings adjusted to "marginal" ratings for past performance evaluation purposes.

Amendment 1: April 15, 2022

The purpose of Amendment 1 is to incorporate the following changes to the SETS Final RFP:

1. Publish SETS Final RFP Questions and Answers.

2. Publish SETS Final RFP Revision 1 incorporating the following changes:

Updated SF33 to change header title and page counts

Changed proposal due date as specified in item 7 below

Removed duplicate Emergency Preparedness and Response at C.2

Removed duplicate 1852.245-81 List of Available Government Property at L.21

Aligned Phase-In dates in B.2, L.29 (d)(B) MP4, and L.30

Removed Draft RFP marking in Section M header

Added OCI submission to L.32 Volume IV: Business Volume Instructions

Incorporated L.33 Notice of Potential Organizational Conflicts of Interest

Incorporated M.7 Prospective Contractor Responsibility and Special Standards

3. Publish Attachment J.1-B Statement of Work Appendices Revision 1 incorporating the following changes:

Changed Programmer Web Developer III position title to Programmer Web Based Developer III to align with the Programmer Web Based Developer II position

7. Extend the proposal due date from April 22, 2022 at 4:30 PM Cleveland, OH Local Time to April 29, 2022 at 4:30 PM Cleveland, OH Local Time.

The Government does not intend to acquire a commercial item using FAR Part 12. This acquisition is fully set aside for Woman Owned Small Business. The NAICS Code and Size Standard are 611430 Professional and Management Development Training and $12,000,000.00 respectively.
