This is notification the Final Request for Proposal NNM16577788R (formally NNM15121234L) is issued.

The due date for comments is 12:00 p.m. Central Time on July 15, 2016.

The due date for proposal submission is 12:00 pm Central Time on August 22, 2016.
The Safety and Mission Assurance (SMA) Services solicitation will be a follow-on to the current SMA Services contract (NNM07AA74C). During the period of performance for the forthcoming contract, required SMA services continue to include safety, mission support, technical, and engineering services to the Safety and Mission Assurance Directorate at MSFC. SMA services includes planning, implementation, and assessment of System Safety Engineering, Industrial Safety, Reliability and Maintainability Engineering, SMA Management Information, Quality Assurance/Engineering, Project Assurance, Risk Management, Independent Assessment, Documentation and Report Support. programs and projects supported include the Space Launch System, International Space Station, Flight Projects, Science Missions, and Technology Development projects.
The Government does not intend to acquire any commercial items using FAR Part 12.

This procurement is a total small business set-aside. The NAICS Code is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) and size standard of 1,250 employees, respectively. All responsible sources may submit an offer which shall be considered by the Agency.

NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.

Background
The Safety and Mission Assurance Services Source Selection Statement outlines the need for safety and mission assurance services to support NASA's design, development, and operations projects. The goal of the contract is to ensure compliance with NASA requirements, design for reliability and maintainability, and produce reliable and maintainable systems throughout all mission phases.

Work Details
The contractor is required to provide a wide range of services including support for the development and assessment of Failure Modes and Effects Analyses (FMEAs) and Critical Items Lists (CILs), evaluation of limited life items, preparation of Probabilistic Risk Assessment (PRA) plans, development and employment of quantitative and qualitative models and simulations, participation in technical interchanges, maintenance of the MSFC ALERT Data System, generation of Evaluation and Assessment Reports, preparation of Management Status Review (MSR) Inputs, submission of Financial Management Reports (533M), bi-weekly notes, and Re-Procurement Data Packages. Additionally, the contractor must develop a Contractor Personnel Certification Plan to ensure effective training, certification, and recertification of personnel engaged in critical processes or potentially hazardous operations.
