Background
The Department of the Navy, Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) in San Diego, California is seeking to acquire a Safespill Fire Suppression System for the Ignitable Liquid Drainage Floor Assemblies (ILDFA) for the P-201 F35 Joint Strike Fighter (JSF) Aircraft Maintenance Hangar at Marine Corps Air Station (MCAS) Miramar, California. The estimated amount for the Safespill ILDFA Fire Suppression System is approximately $4,000,000, which is only a nominal percentage of the overall project cost currently estimated at $185,000,000. The intent is to award this project in August of 2023.

Work Details
The proposed acquisition aims to provide a new Safespill ILDFA Fire Suppression System throughout the hangar bay area of the new JSF Hangar. This system is an alternative to Aqueous Film Forming Foam (AFFF) Fire Suppression Systems and is permitted by the National Fire Protection Association (NFPA) 409 Standard on Aircraft Hangars and Factory Mutual Global (FM) for fire protection of aircraft hangars. The Safespill ILDFA is an extruded aluminum floor system with a perforated top surface that detects liquid and utilizes water to flush liquid spills away from aircraft and the hangar to prevent or extinguish a fire. It is considered an 'environmentally safe' alternative to AFFF as it utilizes water only. The statutory authority permitting other than full and open competition for this acquisition is Title 10, U.S.C. 3204(a)(1), as implemented by.
