(SAF/AQ) Air Force Technical and Analytic Support in Professional Services [AFTAS PRO]   2

Background
The Office of the Assistant Secretary of the Air Force for Acquisition, Technology and Logistics (SAF/AQ) is conducting market research for a follow-on effort for Air Force Technical and Analytic Support in Professional Services (AFTAS PRO).

This advisory and assistance professional services contract aims to provide analysis, development, integration, and implementation of various acquisition program planning and assessment capabilities to advance the goals of the Air Force acquisition enterprise.

Work Details
The contractor will provide specialized support including:
1. Development, analysis, integration, and implementation of acquisition program planning and assessment.
2. Program Management: A Program Manager with experience in managing multi-project technical assignments will lead strategic planning, budgeting, staffing efforts, enforce quality standards, monitor progress, ensure compliance with requirements, and serve as the point of contact for the Contracting Officer (CO) and Contracting Officer Representative (COR).
3. Strategic and Acquisition Planning: Assistance in creating strategic plans that connect mission elements such as goals and objectives; support in developing philosophies and methodologies for acquisition process enhancement.
4. Information Technology (IT) Support: Services related to IT infrastructure, project portfolio management, requirements definition, process reengineering, IT lifecycle management including engineering and training; evaluation of emerging IT technologies including AI integration.
5. Portfolio Transformation Support: Expertise in analyzing policies to reduce systems/applications in the IT portfolio; support for enterprise application transformation focusing on operational efficiency.
6. AI Integration Support: A Subject Matter Expert will oversee AI integration ensuring security, usability, performance monitoring, data interoperability, governance procedures for data quality/security/compliance.

Bidder Requirements
Bidders must demonstrate commensurate experience in managing multi-project technical assignments. The Program Manager is considered Key Personnel and must have relevant qualifications. Additionally, personnel must possess appropriate security clearances and skillsets necessary to perform duties as outlined in the Performance Work Statement.
