Background
This Request for Proposal (RFP) is issued by the Secretary of the Air Force, Administrative Assistant, Information Management, Enterprise Business Solutions Division (SAF/AAIE) for Software Development Services (SDS).

The contract is a small business competitive set-aside under the General Services Administration (GSA) 8(a) STARS III IT Professional Services. The goal of this contract is to provide technical services for software development support and business solutions within SAF/AAIE, ensuring effective enterprise architecture and software engineering capabilities.

Work Details
The contractor will be responsible for providing a range of technical services including:
- Enterprise architecture
- Requirements management
- Software engineering
- Systems engineering
- Software test management
- Systems/server administration.

Contractors will collaborate as part of a team to develop new software applications or modify and sustain existing applications. Key tasks include conducting an Orientation Briefing within 5 calendar days of award to establish communication and understanding of subtask requirements, scheduling a Project Kick-off Meeting to discuss project tasks and logistics, and providing a Transition-Out Plan 90 days before contract expiration to ensure seamless transition between contractors. Additionally, contractors must maintain effective communication with government personnel throughout the contract period.

Place of Performance
The software development services will be performed at the SAF/AAI office located at The Pentagon, Room 4B143; at the SAF/AAIE office located at Joint Base Andrews, Jones Building, Suite 3390; or at an approved remote/telework location.
