Sacramento River Erosion Contract 3

Background
The United States Army Corps of Engineers (USACE) Sacramento District (SPK) is seeking to address flood risk reduction along the Sacramento River.

This Sources Sought Notice aims to gather information on the availability, capability, and interest of small business firms for a potential government requirement related to this project. It is important to note that no solicitation is currently available, and responses will be used solely for market research purposes.

Work Details
The project involves flood risk reduction work along approximately 2.8 miles of the Sacramento River's east levee in Sacramento's Pocket neighborhood, starting about 7 miles downstream from the confluence of the American and Sacramento Rivers.

Key tasks include:
- Protecting in-place vegetation and existing facilities;
- Conducting earthwork;
- Importing rock materials;
- Constructing stone protection;
- Installing planting benches and in-stream woody material (IWM);
- Grass seeding and erosion control;
- All incidental related work.

All graded stone C, soil filled stone, and topsoil must be delivered by barge or water-based access only. Hydroseeding may utilize the levee access road. Work within the floodway or excavation into existing levee sections is prohibited during the regulatory flood season (November 1 to April 15), with additional environmental restrictions on in-water work permitted only between July 1st - October 31st.

Period of Performance
The anticipated period for construction completion is estimated at 670 calendar days from receipt of Notice to Proceed, with a potential firm-fixed-price solicitation expected around November 2025 and an award by February 2026.
