Background
The U.S. Army Corps of Engineers (USACE) Galveston District is issuing this solicitation for the Sabine-Neches Waterway Channel Improvement Project (SNWWCIP) in Jefferson County, Texas. The project aims to enhance the navigation channel from the Sabine Extension Channel to the Sabine Pass Outer Bar, which includes dredging and related activities. The goal is to improve waterway access and ensure safe navigation for vessels in this critical area.

Work Details
The contractor will be responsible for various tasks including:
1. Mobilization and Demobilization: Furnishing all labor, equipment, materials, and performing necessary tasks as per provided plans and specifications.

2. Pre-Dredge Hazard Survey: Conducting surveys from Section Nos. 1 through 35.

3. Debris Removal: Removing debris from Sections 1 through 5 and 7 through 35.

4. Dredging (Shoaled Material): Dredging shoaled material in Sections 2 through 5 and 7 through 35, with an estimated volume of 4,467,000 cubic yards.

5. Dredging (New Work Material): Dredging new work material in various sections with a total estimated volume of 20,685,000 cubic yards.

6. ODMS Monitoring Surveys: Conducting monitoring surveys as required.

7. Turtle Deflector Device & Endangered Species Observers: Providing necessary equipment and personnel for environmental compliance.

8. Sea Turtle Trawling & Relocation: Implementing measures for the protection of sea turtles during dredging operations.

9. As-Built & Record Drawings: Preparing final documentation of the completed work.

10. Allowance for Subsurface Investigation: Conducting investigations as needed for pipeline installations.

Period of Performance
The contract will be performed over a period of approximately 659 days after notice to proceed.

Place of Performance
The construction projects will be performed at the Sabine-Neches Waterway in Jefferson County, Texas.
