Simplified Acquisition of Base Engineering Requirements (SABER) IDIQ Contract, AAFB, Guam

It is for planning and informational purposes only and is not to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government reimburse any company or individual for expenses associated with the preparation, submission, or participation in response to this notice.
Information is requested from 8(a) certified firms that have the capability, financial capacity, and interest in supporting Andersen Air Force Base's follow on Simplified Acquisition of Base Engineering Requirements (SABER) contract.
This acquisition was previously awarded as a Firm Fixed-Price, Indefinite Delivery, Indefinite Quantity type competitive 8(a) contract with a maximum ceiling of $70M. The current contract is anticipated to end on or before 26 January 2028.
Acquisition Overview
The 36th Contracting Squadron (36 CONS) is seeking to identify qualified and interested 8(a) certified sources capable of performing a follow-on SABER contract for Andersen Air Force Base (AAFB), Guam and tenant units. The Government anticipates awarding a single Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) construction contract.
The applicable North American Industry Classification System (NAICS) code for this effort is 236220 (Commercial and Institutional Building Construction), with a corresponding small business size standard of $45.0 million. The total anticipated magnitude of this contract is valued between $25 million and $100 million. The basic contract period consists of one (1) One Year Base Ordering Period followed by six (6) One Year Option Ordering Periods.
Scope of Work Synopsis
The Government is seeking offerors with the experience, financial means, and capability to perform a broad range of multiple construction disciplines. Individual task orders under this contract will range in value between $2,000 and $2,000,000.
Work will require a variety of trades, including but not limited to carpentry, excavation, electrical, plumbing, sheet metal, structural steel, millwork, painting, demolition, concrete, masonry, welding, mechanical, Heating, Ventilation, and Air Conditioning (HVAC), roofing, paving, utilities, and managing Munitions and Explosives of Concern (MEC) clearance. The scope also includes minimum design capabilities (up to 35% conceptual design or updating legacy drawings) and related general construction work.
Contractors will be required to furnish all labor, materials, supplies, equipment, transportation, engineering and technical design, and personnel necessary to manage and accomplish projects as described in each individual request for proposal. All work must be performed in accordance with applicable federal, state, and local safety and environmental regulations. Furthermore, performance and payment bonds will be required per individual task orders in accordance with Federal Acquisition Regulation (FAR) Part 28.

Background

Performance and payment bonds will be required for each task order.

All construction projects will be performed at Andersen AFB in Guam including Northwest Field and other associated off-base or remote operating areas as required.
Bidder Requirements
Bidders must be 8(a) certified firms with the capability and financial capacity to support the contract requirements. They are required to have performance and payment bonds for individual task orders. Contractors must also possess relevant contractor or trade licenses as well as meet safety qualifications related to construction activities.
Incumbent Analysis (see Incumbents section for more detail)
This opportunity for a follow-on SABER IDIQ at Andersen AFB, Guam appears to have a confirmed incumbent, Aleut Construction (FA521521D0010), with a prior SABER IDIQ award valued at $57,275,578 covering Guam and the Hawaiian Islands (09/28/21–08/15/28) and multiple subsequent Guam-focused contract actions. The prior work description aligns closely with the current scope, including multi-trade construction and repair/minor alteration tasks (e.g., concrete, masonry, carpentry, electrical/plumbing, HVAC, roofing/paving) and related base engineering support at Andersen AFB. The ongoing nature of these Guam SABER task orders through the current period suggests continuity of the same base engineering requirements under the IDIQ structure.
