Background
The Sabana Field Research Station (SFRS) is a multi-building federal research facility located in Luquillo, Puerto Rico, managed by the USDA Forest Service. The agency's mission is to sustain the health, diversity, and productivity of the nation’s forests and grasslands.

Work Details
The contractor will perform a variety of groundskeeping tasks including: maintaining outdoor areas adjacent to six buildings (Administration, Ecosystems, Laboratories, Researcher Offices Modular Unit, Dormitory, and Multipurpose), cleaning yards, cutting grass, weeding by hand, maintaining garden areas, trimming and cleaning the outside of fences and gates monthly, collecting leaves from ground surfaces and roofs monthly, and pressure washing exterior surfaces (roofs, sidewalks, concrete drainage ditches, culverts) quarterly.

All work must comply with applicable federal, state, and local laws and regulations.

Period of Performance
The contract includes a base year from October 1, 2026 to December 31, 2026 with four one-year option periods extending through December 31, 2030.

Place of Performance
Sabana Field Research Station located at Road 983 INT 988 KM 6.5, Luquillo, Puerto Rico.

Bidder Requirements
This acquisition is set aside for small business concerns. Bidders must provide evidence of relevant past performance in groundskeeping services over the last three years. The contractor must designate a Project Manager with authority for decision-making.

Additionally, all personnel must have relevant qualifications and skills for effective service delivery.
