Window Cleaning Follow-On Requirement VISN 4 Wide VA Medical Center Contract

Background
The Department of Veterans Affairs, Network Contracting Office 4 (NCO 4) is seeking Window, Glass, and Surface Cleaning Services in accordance with the Performance Work Statement (PWS) for 8 VA Medical Centers.

This Sources Sought Notice aims to identify capable and responsible sources interested in providing these services. The data collected will assist the Government in developing its acquisition strategy, including socio-economic set-asides. The anticipated award is a 5 Year Fixed Price Indefinite Delivery Requirements Contract, which is a follow-on requirement.

Work Details
The contractor will be responsible for cleaning windows, glass surfaces, and other related surfaces at the specified VA Medical Centers. Key tasks include:
1. Clean Window, Glass, and Surfaces: All surfaces must be clean and free of streaks, smears, soap residue, dirt, paint specs, or other foreign debris.
2. Clean Window Frames, Sills, Screens, and Tracks: These areas must be clean and free of dirt, insects, foreign debris, and cleaning solutions used during the cleaning process.
3. Submission of Required Documents: All required documents must be submitted timely as specified in Sections 2.5; 3.1; 3.2; 3.3; and 6.6 of the PWS.
4. Perform Services Safely: All services must meet safety requirements outlined in Section 3.3.
Performance will be monitored through various surveillance methods including direct observation and documented in the Contractor Performance Assessment Reporting System (CPARS). The contractor must remedy any performance issues within the specified cleaning cycle.

The services will be performed at various locations including Department of Veterans Affairs - VAPHS University Drive C, Pittsburgh, PA 15240-1003 and Department of Veterans Affairs - VAMC HZ Campus 1010 Delafield Road, Pittsburgh PA 15215.
