Background
The Department of Veterans Affairs (VA) is seeking to procure comprehensive municipal solid waste removal, recycling, and composting services for the Central Arkansas Veterans Healthcare System (CAVHS). The goal of this contract is to ensure efficient, compliant, and environmentally responsible waste management across multiple locations including Little Rock, North Little Rock, Fisher House, and associated Community-Based Outpatient Clinics (CBOCs). This contract is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

Work Details
The contractor will be responsible for providing all necessary labor, equipment, tools, materials, vehicles, transportation, supervision, and project management to perform the following tasks:

1. Trash collection services including daily pickups as required.

2. Recycling services with weekly pickups covering materials such as paper, cardboard, plastics, aluminum, and metals.

3. Composting services involving organic waste collection and transport to a certified compost facility with a frequency of 2-3 times per week at major campuses and weekly at Fisher House.

4. Maintaining cleanliness of containers and responding to additional pickup requests as needed.

5. Compliance with all applicable federal regulations, state/local statutes, VA standards, OSHA requirements, and EPA guidelines. The contractor must also submit a Quality Control Plan (QCP) and provide monthly reports detailing total trash, recycling, compost tonnage along with any issues encountered.

Place of Performance
Services will be performed at the Central Arkansas Veterans Healthcare System locations including 4300 West 7th St., Little Rock AR; 2200 Fort Roots Dr., North Little Rock AR; Fisher House; and various CBOCs.
