Background
The Department of Veterans Affairs (VA) is issuing this Request for Quotations (RFQ) for Regulated Medical Waste (RMW) and Sharps Disposal Services across the VISN 5 network, which includes 8 VA Medical Centers (VAMCs) and 29 Community Based Outpatient Clinics (CBOCs) located in West Virginia, Ohio, Virginia, Kentucky, and Washington D.C.

The goal of this contract is to ensure the safe and compliant disposal of medical waste generated by these facilities, which amounts to approximately 10 million pounds annually, including 1 million pounds of RMW. This contract is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB), and Small Businesses (SB).

Work Details
The contractor will be responsible for providing all labor, packaging, collection, removal, transportation, equipment, supplies, and services necessary for the pickup, disposal, and proper treatment of Regulated Medical Waste (RMW) in accordance with local, state, and federal laws. The scope includes:
1. Cultures and Stocks: Disposal of infectious agents from medical laboratories that must be incinerated.
2. Pathological Waste: Human tissues and fluids removed during medical procedures.
3. Research Waste: Infectious agents from research labs and animal research waste.
4. Human Blood Products: Liquid waste containing human blood or items saturated with blood.
5. Sharps: Used needles and other sharp objects from medical use.
6. Isolation Waste: Contaminated materials from patients isolated due to communicable diseases.
7. Unused Sharps: Discarded but unused sharp instruments.
8. Trace Chemotherapy Waste: Items that have come into contact with chemotherapy agents.
9. Category A Waste: Contaminated with infectious substances as defined by hazardous materials regulations.
10. Scintillation Fluid: Cells/tissue samples with trace radioactive materials considered non-radioactive by the NRC.
11. Cleanup Residue: Any debris resulting from the cleanup of spills involving RMW.

Period of Performance
The period of performance for this Blanket Purchase Agreement (BPA) will commence on April 1, 2026, and will continue until March 31, 2027, with options to extend as necessary.

Place of Performance
The services will be performed at various locations within the VA Capitol Health Care Network (VISN 5), including facilities in Maryland, Washington D.C., West Virginia, Virginia, Kentucky, and Ohio.
