The Department of Veterans Affairs intends to award a firm fixed price, indefinite quantity, and indefinite delivery service contract to a qualified firm with the capability and capacity to provide hazardous, non-hazardous, mixed and universal waste disposal services as well as pour-off, lab pack and removal services at the Southern Arizona VA Healthcare System in Tucson, Arizona in accordance with current Federal, state and local regulations. Services shall include all labor, materials, tools, equipment, analysis, travel, transportation, documentation, waste treatment, disposal and support services required to categorize, inventory, package, label, transport, document and dispose of hazardous, universal and non-hazardous chemical wastes from this Tucson facility. Background
The Department of Veterans Affairs (VA) is seeking to award a firm fixed price, indefinite quantity, and indefinite delivery service contract for hazardous waste disposal services at the Southern Arizona VA Healthcare System (SAVAHCS) located in Tucson, Arizona.

The goal of this contract is to ensure compliance with current federal, state, and local regulations regarding the disposal of hazardous, non-hazardous, mixed, and universal waste. The contractor must have the capability and capacity to provide comprehensive waste management services that align with the VA's mission to care for veterans.

Work Details
The contractor shall provide a range of services including:
- Disposal of hazardous, mixed (hazardous and biological), non-hazardous chemical, and universal waste.
- Pour-off, lab pack, and removal services from SAVAHCS.
- All necessary labor, materials, tools, equipment, analysis, travel, transportation, documentation, waste treatment, disposal, and support services required to categorize, inventory, package, label, transport, document and dispose of various types of chemical wastes.
- Routine (non-emergency) waste pickups at least monthly based on the rate of generation.
- Characterization of all waste streams using process knowledge and chemical analysis including Toxicity Characteristic Leaching Procedure (TCLP).
- Proper packaging of bulk liquid wastes into the largest feasible containers and bulk solid wastes into the smallest available containers.
- Disposal methods should prioritize recycling chemicals for future use when feasible; treatment at approved facilities; or secure burial in landfills as a last resort.
- The contractor must ensure safety measures are in place to protect VA patients and staff during operations.
- Reporting all spills or leaks immediately to the COR with subsequent written reports to regulatory agencies.

Period of Performance
The contract will commence on October 15, 2024 and will continue through October 14, 2029 with potential extensions based on performance evaluations.
