This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with format in FAR Subpart 13; simplified acquisition procedures apply. VA will conduct the procurement according to a combination of FAR Part 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures as supplemented with additional information included in this notice.

The solicitation number is 36C25626Q0208 and is issued as a Request for Quotation (RFQ).

The proposed contract action is for non-personnel services contract to provide all labor, equipment, tools, supervision, transportation, administration and parts and materials (including lubricants) to provide repairs to all housekeeping equipment and provide a scheduled preventative maintenance (PM) and testing located at Southeast Louisiana Veterans Healthcare System, 2400 Canal Street, New Orleans, LA 70119.

Notice of Total Service-Disabled Veteran Owned Small Business Set-Aside applies to all items in this solicitation. Interested persons may submit quotes, and all eligible quotes must be received prior to the response date listed on FBO to be considered by the Government. This solicitation is 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS.

The NAICS code is 562112 (Hazardous Waste Collection) and the size standard is $47 million.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025- Dated: 03/01/17/2025. Only emailed requests received directly from the requester will be accepted.

RESPONSES ARE DUE, December 19, 2025, by 13:00 p.m. Central Standard Time (CST). Quotes are due electronically to Christopher.rossi2@va.gov no later than the response date/time. Only electronic quotes will be considered.

Background
The Department of Veterans Affairs (VA) is issuing this solicitation as a Request for Quotation (RFQ) for a non-personnel services contract aimed at providing comprehensive medical waste disposal services at the Southeast Louisiana Veterans Healthcare System, located in New Orleans, LA. The goal of this contract is to ensure the safe and compliant removal of hazardous and non-hazardous medical waste, including regulated medical waste (RMW), pharmaceutical waste, and chemotherapy waste, in accordance with federal, state, and local regulations. This solicitation is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

Work Details
The contractor shall provide the following services:

1. Full-service medical waste disposal including collection, transportation, and disposal of Regulated Medical Waste (RMW), which encompasses items contaminated with blood and body fluids, trace chemotherapy wastes, sharps, pathological and microbiological waste.

2. Implementation of a Reusable Sharps Program that includes the removal and disposal of existing sharps containers and installation of reusable containers with training for staff on proper usage.

3. Compliance with all applicable regulations from the Department of Transportation (DOT), Environmental Protection Agency (EPA), Food and Drug Administration (FDA), and other governing bodies regarding the handling and disposal of hazardous materials.

4. Monthly or bi-monthly pickups based on volume for pharmaceutical waste at designated facilities.

5. A Quality Control Program to monitor service delivery standards including timely pickups and compliance with safety training requirements for personnel involved in handling medical waste.

Period of Performance
The contract will commence on January 1, 2026, and will run through December 31, 2026, with four additional option years available.

The primary location for performance is the Southeast Louisiana Veterans Healthcare System at 2400 Canal Street, New Orleans, LA 70119.
