Background
The Department of Veterans Affairs (VA) is issuing this solicitation for Snow and Ice Removal Services at the VA Boston Healthcare System located in Jamaica Plain, MA. The mission of the VA is to provide high-quality healthcare services to veterans, and maintaining safe access to its facilities during winter weather is critical for patient care and staff operations.

The goal of this contract is to ensure that all walkways, entrances, and roadways are clear of snow and ice, thereby facilitating safe access for patients and staff.

Work Details
The contractor shall provide all supervision, labor, tools, equipment, materials, fuel, and plant necessary to remove snow on walkways, stairs, ramps, landings, building entrances, fire hydrants, roads, perimeter sidewalks, and parking garages. Specific tasks include:
1. Snow plowing, hauling, blowing, shoveling, and surface treatment for various areas including roadways and entrances.
2. Treatment of bituminous asphalt surfaces with rock salt and concrete surfaces with ice melt products.
3. Loading and hauling snow off-site when storage is full or as directed by the Contracting Officer's Representative (COR).
4. Daily documentation of manpower, equipment used per day/storm, quantities of materials used (salt/ice melt), and snow removed from the site.
5. Emergency response within 1 hour for snowfall exceeding 4 inches.
6. Maintenance of a thermal snow recycler during storms.
7. Compliance with safety regulations including proper personal protective equipment for personnel.
8. Coordination with medical center operations to minimize disruption.

Period of Performance
Base year plus four option years; specific periods include from February 1st to April 15th each year.
