Alexander THIS IS A PRE-SOLCITATION NOTICE: The Network 10 Contracting Office, PO Box 492, Ann Arbor, Michigan, 48105, is soliciting and intends to award a firm fixed price, contract for Atrium Plant Maintenance Services at the Aleda E. Lutz VA Medical Center in Detroit, MI. NAICS Code 561730, size standard $9.5 million. This solicitation shall be conducted in accordance with FAR 13. All potential bidders MUST be registered and active in the System for Award Management site (SAM) at https://www.sam.gov. Potential bidders should register at https://www.sam.gov in order to receive notification of and/or changes to the solicitation. The solicitation will be issued electronically and will be available only via the Contract Opportunities website https://www.sam.gov. No fax or mail quote packages shall be accepted. The solicitation package will be available on the Contract Opportunities website on or about August 13, 2024. No phone, fax or email inquiries will be taken for this Pre-Solicitation Notice.
Background
The Department of Veterans Affairs (VA) is seeking to award a firm fixed price contract for Atrium Plant Maintenance Services at the Aleda E. Lutz VA Medical Center located in Saginaw, Michigan.

The goal of this contract is to maintain the interior landscape of the facility in a healthy and attractive condition, which aligns with the VA's mission to provide high-quality care and services to veterans.

Work Details
The contractor shall perform the following tasks:
1. Maintain the interior landscape, including cultivation, fertilization, watering, foliage cleaning, soil media replenishment, insect and disease control, clean-up/trash removal, and replacement of damaged or dead plantings as requested by the Aleda E. Lutz VA Medical Center.
2. Provide a drawing depicting the location, scientific name, and common name of each plant serviced under this contract.
3. Submit a monthly maintenance log detailing services performed.
4. Ensure compliance with security policies and procedures while on VA premises.
5. Coordinate with the Contracting Officer Representative (COR) regarding access and water sources prior to starting work.
6. Address any deficiencies noted during weekly inspections by the government.

Period of Performance
The contract will have a base period of performance starting on January 17, 2025, and ending on January 16, 2026, with four one-year option periods available for renewal.
