The purpose of this solicitation amendment is to provide answers to questions from industry that were posed prior to the QA deadline of 1:30 PM EST on 2/4/2026. Please confirm whether a subcontracting plan is required when the Prime Contractor is classified as a large business but performs 100% of the work. Yes, a subcontracting plan is a good faith effort to utilize small businesses to perform work in accordance with FAR 52.219-9 (https://www.acquisition.gov/far/subpart-52.2#FAR_52_219_9) This plan is required for all LARGE BUSINESSES who wish to provide a quote for services. If you are unsure if your firm is considered a large business or not for the applicable NAICS code, please validate the following: Log into SAM.gov Proceed to the Entity Registration box to the left of the screen. Click on Reps and Certs (FAR/DFARS) Scroll down until you see the following and click on FAR 52.219-1 Scroll down to (c) Representations If you don t see the NAICS code for the requirement listed, click on view more (purple) and enter the NAICS code into the appropriate field. In the particular case above the vendor is not considered a small business for NAICS 812331 as designated by the N in the (red) circle. If you are considered a small business you will have a Y under small business for that particular NAICS code.

Background
The Northeast Ohio VA Healthcare System (Cleveland, OH) is seeking linen and laundry services to support its operations across various facilities, including the Cleveland VA Medical Center and affiliated Community Based Outpatient Clinics (CBOCs). The goal of this contract is to ensure the provision of high-quality linen supply services that adhere to standard industry practices and quality control measures in support of patient care programs.

Work Details
The contractor shall provide comprehensive linen supply services, which include:

1. Pick-Up and Delivery: Adhere to specific schedules for each site, properly load and unload linen items at designated VA facilities, and use appropriate vehicles for safe transport.

2. Processing of Linens: Sort, wash, finish, and deliver linen items while maintaining quality control. Services are required Monday through Saturday with 24-hour support operations essential for patient care. The contractor must also maintain physical separation between clean and soiled linens to avoid contamination. Additional tasks include providing certifications for physical separation and scale certification at the start of performance and quarterly thereafter.

Period of Performance
Base period from April 1, 2026, to December 31, 2026; with options for additional years extending through December 31, 2029.

Cleveland Louis Stokes VAMC and various CBOCs in Northeast Ohio.
