See RFQ and attached documents. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) and in VetCert database if applicable (VetCert registration is required for Service-Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) under the applicable NAICS. Contractors may obtain SAM information at https://www.sam.gov and VetCert information at https://veterans.certify.sba.gov/#home. To be eligible for award, contractors must be registered in the System for Award Management and VetCert databases. Registration is free and potential offerors are encouraged to visit the SAM website as no contracts can be awarded to any offeror not registered in SAM.

Background
The Department of Veterans Affairs, specifically the Network Contracting Office 8 (NCO 8), is issuing this solicitation for the replacement of the irrigation control system at the Lee County Health Care Center (LCHCC) in Cape Coral, Florida.

This project aims to enhance the irrigation capabilities of the facility by replacing an outdated system that is currently at zone capacity, thereby preventing new planting areas from being automatically watered. The contract is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

Work Details
The contractor shall provide all management, supervision, labor, permits, materials, supplies, tools, and equipment necessary to complete the removal and installation of a new irrigation control system and pumping system. The scope includes:
1. Removal of the existing irrigation control system.
2. Installation of a new traditional 100-station irrigation control system rated 10hp, 480-volt three phase, capable of pumping 150 GPM @ 60 PSI.
3. The new system must accommodate an expansion to a total of 100 zones and be WiFi and app capable.
4. Replacement of the existing motor with a new 10hp centrifugal pump including a new filter, surge protector, and cooling fan under a weatherproof fiberglass hinged cover on a concrete pad.
5. Removal and replacement of existing auto fill and shut down floats in the cistern.
6. Testing of the new system and training on how to program it.
7. Responsibility for job cleanliness including removal and disposal of all debris related to the current irrigation system's removal.

Period of Performance
The period of performance for this contract will commence upon award and is expected to conclude by June 30, 2025.

Place of Performance
The work will be performed at the Lee County Health Care Center located at 2489 Diplomatic Parkway East, Cape Coral, FL 33909.
