Landscaping and Grounds Maintenance Services for the Greater Los Angeles VA Healthcare System, Sepulveda VA Medical Center. The solicitation contains amendments, please review the full solicitation and attached documents for further information. This requirement is a 100% SDVOSB Set-Aside. As of Amendment 0003, the offer close date is hereby extended by two (2) days from 01/31/2024 at 1PM Eastern Time to 02/02/2024 at 1PM Eastern Time. The amendment also incorporated the FAR Provision 52.223-1 and associated clause FAR 52.223-2. Please see amendment for additional information.

Background
The Department of Veterans Affairs (VA) is seeking landscaping and grounds maintenance services for the Greater Los Angeles VA Healthcare System, specifically the Sepulveda VA Medical Center. The contractor is required to provide all landscape maintenance and irrigation repair services for the medical center, including lawn maintenance, shrub bed maintenance, tree care and pruning, fertilization and aeration, environmental weed control, trash pick-up, solar field weeding, street and parking lot cleaning, and irrigation equipment and operations. The estimated period of performance for the base year is from January 20, 2024, to January 19, 2025.

Work Details
The contractor shall perform various tasks including lawn mowing, edging and string trimming, cleaning of sidewalks and walkways, shrub planter bed maintenance including grooming and pruning, tree care and pruning to remove weak, dead, damaged and diseased portions of the plant for natural growth development. Additionally, the contractor shall provide environmental weed control, trash pick-up services at designated frequencies, solar field weeding and erosion care, street and parking lot cleaning services. The contractor shall also be responsible for irrigation installation, repair, operations as well as providing a team leader or supervisor capable of speaking English with knowledge of horticulture care. The technical evaluation factors include the possession of necessary equipment such as mowing equipment capable of mowing a maximum of 20.7 acres per hour and personnel with capabilities such as a certified Arborist and a certification or license for the use of weed control products.
