1 The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) has a need for grounds maintenance services for the Fort Gibson National Cemetery. The performance of these services will be performed under North American Industry Classification System (NAICS) code: 561730 Landscaping Services with an anticipated start date on or about December 1, 2021. Offers are being accepted from Service Disabled Veteran Owned Small Businesses (SDVOSB). Currently the grounds maintenance services are being conducted by Allserv, Inc. until September 30, 2021 under contract 36C78618D0211. The five year contract value was $1,424,665.52. Services to be performed at: Fort Gibson National Cemetery 1423 Cemetery Road Ft Gibson, Oklahoma 74434
Background
The National Cemetery Administration honors veterans with a final resting place and lasting memorial that commemorate their service to our Nation. National Cemeteries are National Shrines. Therefore, the standards for management, maintenance, appearance, and operational procedures performed by the Contractor have been established by the National Cemetery Administration to reflect this Nations’ concern and respect for those interred there. In 1999 Congress passed legislation requiring VA to ensure that National Cemeteries serve as a dignified and respectful setting. Each Cemetery is to be an expression of appreciation and respect of a grateful Nation for the service and sacrifice of her veterans. Further, each National Cemetery is to be maintained as a National Shrine. A National Shrine is defined as a place of honor and memory that declares to the visitor/family who views it as a majestic setting, offering a sense of serenity, historic sacrifice.

For this reason, the Contractor’s strict adherence to the Integrated Pest Management at VA National Cemeteries, Turfgrass Maintenance in VA National Cemeteries, Performance Work Statement, Performance Work Requirements Summary and Guidance Specifications shall be required and are essential.

Work Details
This is a performance-based contract for cemetery grounds maintenance services at Fort Gibson National Cemetery, Fort Gibson, Oklahoma. The overall responsibility of the ground maintenance is the Cemetery Director and the Contractor is to plan, coordinate, organize, and perform the activities of mowing and trimming; trimming around headstones, edging around flat markers; curb/sidewalk edging; weed control; providing fertilizer; and associated services described herein required to maintain a healthy and aesthetic appearance of the Cemetery grounds.

The Performance Work Statement (PWS) provides Contractors the flexibility to develop an innovative approach to perform the grounds maintenance by describing the required results and eliminating the 'how to' instructions and allows the contractor to develop a performance plan to meet the Government’s desired outcome and stated objectives.
