Page 3 of 3 OFFERORS READ THIS INFORMATION FIRST FOR IMPORTANT OFFER INFORMATION This a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This is a solicitation conducted using FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation and a Request for Quote (RFQ) is being requested. Solicitation Number: 36C26321Q0777 The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-06 dated 7/12/2021. This procurement is set-aside for Small Business (SB) entities. At the time of submission of offer and prior to award, the offeror must be verified as a Small Business in the System for Award Management (SAM) and have an active registration at the time of offer and prior to contract award reflecting NAICS code 561710, Exterminating and Pest Control Services. The VA anticipates the award of a Firm Fixed Price (FFP) contract for all supervision, labor, materials, and equipment necessary to accomplish the surveillance, trapping, pesticide application, and pest removal components of the Integrated Pest Management (IPM) Program. The Contractor shall provide detailed, site specific recommendations for structural and procedural modifications to aid in pest prevention. The period of performance is from November 1, 2021 to October 31, 2022 and includes four (4) one-year option periods. The option period shall be exercised at the discretion of the Government. The Department of Labor (DOL), Service Contract Act (SCA), Wage Determination (WD) Labor Standards applies to services provided under the contract and is provided as an attachment to this announcement. The WD specifies the minimum wages and fringe benefits for workers performing services on or in connection with the contract. Site Visit. Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Background
The solicitation is for an Integrated Pest Management Service to support the Iowa City IA VA Health Care System. The contract is set aside for Small Businesses and will be evaluated based on Lowest Price Technically Acceptable criteria.

Work Details
The contractor is required to provide a comprehensive Integrated Pest Management (IPM) Service Program, including surveillance, trapping, pesticide application, and pest removal. The contractor must also provide detailed, site-specific recommendations for structural and procedural modifications to aid in pest prevention. The service includes inspection, environmental sanitation practices, non-chemical control methods, selection and use of pesticides, control of various pests including bed bugs, rodents, flying insects, stored product pests, and others.
Additionally, the contractor must provide certified bed bug sniffing dog(s) once per month and additional services as requested. The contract also includes provisions for bed bug heat treatment and cryonite treatment as requested by the Iowa City VA Facility Technical Representative. Other tasks include insect light treatment (ILT), drain treatment of facility drainage systems, building exterior treatment with pesticide application, and evaluation of control measures through follow-up inspections.

Period of Performance
The base period of performance is from 11/01/2021 to 10/31/2022. There are also four option periods: Option Period 1: 11/01/2022 to 10/31/2023; Option Period 2: 11/01/2023 to 10/31/2024; Option Period 3: 11/01/2024 to 10/31/2025; Option Period 4: 11/01/2025 to 10/31/2026.

Place of Performance
The contract will be performed at the Iowa City VA Health Care System located at 601 Highway 6 West, Iowa City, IA 52246.
