Description: Service: Removal Waste This is a Combined Synopsis Solicitation for commercial items and will be conducted in accordance FAR Part 13 (FAC 2025-03). The Request for Quote is for Service Disabled Veteran Owned Small Business (SDVOSB) concerns. SDVOSB concerns must be certified in the Veteran Small Business Certification (VetCert) veterans.certify.sba.gov at the time of the receipt of quote (solicitation due date) as indicated in the Request for Quote (RFQ) document. Quoters shall fully complete, sign, and submit the attached RFQ document and include any additional documentation being requested therein. The purpose of this Solicitation is to acquire services for Removal of Solid Waste, Regulated Medical Waste, Recycling Materials. It is the intention of the Government to solicit via RFQ 36C24825Q0852, NAICS Code: 562119 in accordance with all terms, conditions, provisions, specifications, and schedules of the solicitation and award a contract on a competitive basis. In an effort to meet the green initiative, documents shall be submitted electronically via email. Emails shall not be more than five (5) megabytes in size. Quotes submitted by any other means other than emailed will not be accepted. The electronic solicitation is hereby announced on this 6th day of the month of June 2025. The quoter shall be responsible for downloading all solicitation documents/amendments from the SAM.GOV Contract Opportunities website (www.sam.gov) without further notice from the Department of Veterans Affairs. Interested firms must be fully registered and active in the SAM database www.sam.gov. All correspondence and any and all questions must be submitted in via email to: william.bridger@va.gov Contracting Officer. All Requests for Information (RFI s) or questions are due by June 16, 2025 at 3:30pm EST.
Background
The Department of Veterans Affairs, through its Network Contracting Office 8 (NCO 8), is issuing this solicitation for the removal of solid waste, regulated medical waste, and recycling materials. This contract is specifically set aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns, which must be certified in the Veteran Small Business Certification (VetCert) at the time of quote submission.

The goal of this solicitation is to acquire necessary waste management services in alignment with the agency's mission to provide high-quality care to veterans.

Work Details
The contractor will be responsible for:
1. Providing collection and disposal services for solid waste and infectious waste at the Miami VA Healthcare System (MVAHS) and affiliated facilities.
2. Removing, hauling, and disposing of garbage, construction & demolition debris waste, regulated medical waste, and recycling materials.
3. Furnishing compactors and dumpsters as needed.
4. Delivering shipment containers and other necessary equipment at the start of the contract and as required during its term. Containers must be fire resistant and approved by the Contracting Officer (CO) or Contracting Officer Representative (COR) prior to placement at government facilities.

The contractor will also be responsible for removing containers upon completion or termination of the contract.

Period of Performance
The base period of performance will be for 12 months with four additional ordering periods, each lasting 12 months.

- Bruce W. Carter VA Medical Hospital (1201 NW 16th Street, Miami, FL 33125)
- Williams 'Bill Kling Clinic VA (9800 W. Commercial Blvd, Sunrise, FL 33351)
- Supply Chain Warehouse (6725 NW 67th Ave, Doral, FL 33166)
- Homestead CBOC.
