Background
The Department of Veterans Affairs (VA) is issuing this Request for Quotations (RFQ) for solid waste disposal and recycling services under the VISN 5 network, which includes facilities in Maryland and Washington, D.C.

The goal of this contract is to establish a Single Award Firm Fixed Unit Price Blanket Purchase Agreement (BPA) to ensure efficient waste management services that comply with federal, state, and local regulations. This BPA will support the VA's mission to provide high-quality care to veterans by maintaining clean and safe environments at its facilities.

Work Details
The contractor shall provide comprehensive solid waste disposal and recycling services, including but not limited to:
1. Collection, consolidation, transportation, shipping, and disposal of municipal solid waste and recyclable materials from various VA facilities within VISN 5.
2. Maintenance of waste removal containers in acceptable condition through regular cleaning and sanitizing.
3. Provision of verifiable weights of solid waste removed.
4. Development of a detailed operational plan that includes a transition plan for service initiation at all listed facilities.
5. Submission of monthly reports detailing service performance, including manifests and documentation as required by the Contracting Officer's Representative (COR).
6. Compliance with all applicable wage and hour laws and proper classification of workers.

Period of Performance
The period of performance for this BPA is set to begin on April 1, 2026, with an expiration date of March 31, 2027. The BPA may be extended based on mutual agreement between the contractor and the VA.

Place of Performance
The services will be performed at various locations within the VISN 5 network in Maryland and Washington D.C., specifically at four Veterans Affairs Medical Centers (VAMCs) and thirteen Community-Based Outpatient Clinics (CBOCs).
