General Summary: Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 5 (NCO 5), is issuing this request for information/sources sought notice in order to identify vendors that are interested in and capable of providing Waste Management Services at all Veterans Integrated Services Network 5 (VISN 5) managed facilities with Veterans Affairs Medical Centers (VAMC) located in DC, MD, and WV and Community Based Outpatient Clinics located in DC, MD, and WV with a small footprint in VA, KY, OH, and PA. Reference the VISN 5 coverage area map at https://department.va.gov/integrated-service-networks/visn-05/ . The purpose of the attached survey is to gather insights and knowledge about the waste management industry to inform future Department of Veterans Affairs requirements. Additionally, it aims to explore the potential for establishing single or multiple award indefinite delivery contracts to support VISN 5. The survey may also aid in market research for various types of waste management and disposal services for additional VHA facilities within and beyond VISN 5, both now and in the future. In light of the ongoing Revolutionary Federal Acquisition Regulation (FAR) Overhaul, https://www.acquisition.gov/far-overhaul, the Network Contracting Office 5 (NCO-5) seeks input from the waste management industry to ensure we are positioned to provide uninterrupted contractor support for the Veterans of VISN 5. The survey questions will help us in determining our acquisition strategy, including small business set-asides and the contracting vehicle we will use to procure waste management and disposal services for VISN 5 in the coming months. Your feedback from this survey and your participation in the upcoming virtual industry day are greatly appreciated. Please note that participation in the industry day, which is limited to 15 vendors, requires completion of the survey and an active SAM UEI. Thank you for your cooperation. Once you have completed the survey, please return it to the industry day facilitators, Darren Morris, Network Contracting Office 5 (NCO-5) Contracting Officer, and Kenneth Dougherty, NCO-5 Small Business Liaison. You can email the completed survey to darren.morris2@va.gov and kenneth.dougherty@va.gov. Once NCO-5 facilitators receive a completed survey, no later than 10:00 AM ET on October 7, 2025, an email will be sent directly to the submitter with an e-invite for the NCO-5 Waste Management Services Virtual Industry Day. This event will take place on October 15, 2025, from 10:30 AM to 12:00 PM ET via Microsoft Teams. Response Requirements from Interested & Capable Vendors: NCO 5 is seeking responses from entities that are interested in this procurement and consider themselves to have the resources, capabilities, and qualifications necessary to provide the services required for VISN 5 Waste Management. Please respond to this RFI/Sources Sought 36C24526Q0024 with: Completed Survey (36C24526Q0024 - Attachment 1) General Capability Statement Evidence of appropriate certifications and licenses to perform work across selected service locations.
