Background
The Department of Veterans Affairs is issuing this solicitation for solid waste collection and disposal services at the Captain James A Lovell Federal Health Care Center (FHCC) located in North Chicago, IL. The goal of the contract is to ensure efficient and compliant waste management services that adhere to federal, state, and local regulations while maintaining public health standards.

This requirement is set aside for 100% Service Disabled Veteran-Owned Small Businesses (SDVOSB).

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform municipal solid waste disposal as defined in the Performance Work Statement. Specific tasks include:

1. General removal of refuse and trash within 24 hours after notice to proceed.
2. Collection of various types of refuse including combustible and non-combustible materials, vegetation, construction debris, personal items, household or office items, food remnants, recyclable trash items, and patient care waste.
3. Proper disposal of all collected refuse at authorized landfills or transfer stations; no disposal on base is allowed.
4. Maintenance of cleanliness in pickup areas and compliance with all applicable laws governing waste removal.
5. Monthly reporting to the North Chicago FHCC Contracting Officer's Representative (COR) detailing pickup dates, weights of materials transported, and locations of disposal.

Period of Performance
The contract will be performed over a period starting from March 1, 2025 to February 28, 2030. This includes one base year followed by four option years.

Place of Performance
The services will be performed at the Captain James A Lovell Federal Health Care Center located at 3001 Green Bay Road, North Chicago, IL 60064-3048.
