Water Contamination Cleanup & Restoration

Background
The Bureau of Land Management (BLM) is issuing this solicitation for a contract focused on water contamination cleanup and restoration services at the Wild Horse and Burro Adoption office in Burns, Oregon. The goal of this contract is to address and remediate the effects of black-water overflow in specific areas of the facility, ensuring compliance with federal and state health and safety standards.

Work Details
The contractor will be responsible for the following tasks:

1. Site Assessment and Hazard Controls: Conduct an initial assessment, establish containment zones, implement OSHA-required hazard controls, protect unaffected areas, and remove all furniture and office equipment from the building.

2. Black-Water Removal and Extraction: Remove standing water, solids, and bio-contaminants according to EPA guidelines.

3. Removal of Damaged Materials: Remove porous materials that cannot be sanitized, including approximately 200 sq ft of sheetrock, 80 linear feet of vinyl baseboards, 50 linear feet of wood baseboards, and 100 sq ft of vinyl flooring.

4. Cleaning, Sanitizing, and Disinfection: Clean all affected surfaces with approved detergents and disinfect using EPA-registered disinfectants.

5. Dry-Out and Environmental Stabilization: Install industrial air movers and dehumidifiers while maintaining dry-out operations until moisture content meets industry standards.

6. Restoration and Repairs: Replace removed materials, restore areas to pre-incident condition or better, inspect plumbing fixtures, repaint surfaces to match existing colors, reinstall fixtures according to local plumbing codes, and return all office items as directed by BLM personnel.

7. Final Inspection and Clearance: Conduct a final walkthrough with BLM representatives and provide written certification that the area meets health standards along with documentation of cleanup steps.

Period of Performance
The contract will commence upon receipt of the Notice to Proceed (NTP) and is expected to continue uninterrupted until September 30, 2026.

Bidder Requirements
Bidders must meet the Small Business Set Aside - Total (SBA) requirement. Contractors are required to provide trained and certified technicians for hazardous cleanup and wastewater restoration services.
