THIS IS A Sources Sought Notice ONLY. The U.S. Government desires to procure Unarmed Security Guard Services in fiscal year 2025, at National Park Service Sites in Washington, DC, on a small business set-aside basis. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women- Owned Small Business concerns), to identify their capabilities of meeting the requirement.
Refer to the DRAFT Statement of Work for an example of the type of work to be expected.
This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government-Wide Point of Entry. It is the responsibility of potential offerors to monitor the Government-Wide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) for this requirement is 561612 with a size standard of $29M.
Background
The U.S. Government, specifically the National Park Service (NPS), is seeking to procure Unarmed Security Guard Services for fiscal year 2025 at various NPS sites in Washington, DC. This initiative aims to enhance security and visitor assistance at federally controlled facilities. The contract is intended for small businesses across all socioeconomic categories, including those under the 8(a) Business Development Program, Small Disadvantaged Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns.

Work Details
The Contractor shall provide comprehensive security services which include:
1. Management and supervision of security personnel.
2. Conducting random patrols and monitoring designated areas to ensure safety and security of persons and property.
3. Performing security screenings using designated systems such as X-Ray machines and Magnetometers at various posts including Ford’s Theater, White House Visitor’s Center, Wolf Trap Farm Park, and Washington Monument.
4. Maintaining logs of activities and incidents during shifts.
5. Monitoring video surveillance systems and responding to alarms.
6. Verifying credentials of armed off-duty law enforcement personnel entering facilities.
7. Ensuring compliance with all applicable federal and state laws and regulations regarding security operations.
8. Providing face-to-face relief at shift changes to ensure continuous coverage.
9. Collaborating closely with U.S. Park Police (USPP) for law enforcement assistance when necessary.

Period of Performance
The contract will be performed over the fiscal year 2025, with specific task orders detailing the exact schedule for each post.

Place of Performance
National Park Service sites in Washington, DC including but not limited to Ford’s Theater, White House Visitor’s Center, Wolf Trap Farm Park, and Washington Monument.
