Background
The National Park Service (NPS) Statue of Liberty National Monument and Ellis Island (STLI) is conducting market research to determine availability of firms that are capable of providing environmentally friendly Canada Goose control services. This special notice is for planning and informational purposes only and SHALL NOT be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal. There is no obligation on the part of the Government to acquire any products or services described in this Sources Sought.

Work Details
This is a service contract to provide environmentally friendly Canada Goose Control Services to STLI, including Liberty Island, New York, NY and Ellis Island, Jersey City, NJ. The objective of the Canada Goose control is to prevent continued degradation of the walkways and lawn areas due to defecation by geese grazing near and occupying the areas on Liberty and Ellis Islands. The intent is for a vendor to provide services using environmentally friendly management technique(s) with open class or better sheep trial dogs (e.g. Border Collies) to control the resident, local and migratory Canada Goose population on the Islands. All techniques must be performed on land and no waterfowl, or other living creature, shall be killed, harmed, or injured in any way.

Period of Performance
The estimated period of performance consists of a base 12-month period of performance, four option periods each consisting of 12 months. The contract will be performed from May 3, 2022 – May 3, 2027.

Place of Performance
The contract will be performed at Liberty Island, New York, NY and Ellis Island, Jersey City, NJ.
