Background
The contract is issued by the 839th Transportation Battalion, which operates under the U.S. Army and is responsible for managing transportation logistics in support of military operations. The goal of this contract is to provide Stevedoring and Related Terminal Services (S&RTS) for handling the import and export of Defense Transportation System (DTS) sponsored and non-sponsored cargo through the Ports of Talamone Bay, Italy. This location serves as a primary transit point for Class V Ammunition & Explosives (A&E) destined for U.S. Army and Air Force units stationed in northern Italy.

Work Details
The contractor will be responsible for providing comprehensive stevedoring services at the Port of Talamone Bay, Italy. This includes but is not limited to:
1. Handling all aspects of loading and unloading cargo from vessels, ensuring compliance with safety regulations and operational standards.
2. Managing terminal operations related to the receipt, storage, and dispatch of cargo.
3. Coordinating with military personnel to facilitate the timely movement of ammunition and explosives.
4. Implementing a Mission-Essential Contractor Services Plan that details how essential services will be maintained during crises.
5. Participating in training events, exercises, and drills to test continuity of operations procedures.
6. Providing updates to the Mission-Essential Contractor Services Plan as necessary.
7. Notifying designated representatives in case of inability to perform essential services during crises.

Period of Performance
The contract period is from December 1, 2025, to November 30, 2030, with an option line item extending until May 31, 2031.

Place of Performance
The contract will be performed at the Port of Talamone Bay, Italy.
