This SDDC S&RTS requirement is to provide S&RTS in connection with the import and export of Defense Transportation System (DTS) sponsored cargo. The Government requires performance of all Performance Work Statement (PWS) tasks in a manner consistent with best commercial practices. The PWS covers the full spectrum of handling surface moving cargo to include its receipt, disposition, staging, transfer of cargo, tallying and checking, warehousing, storage, and processing cargo for simultaneous shipments via surface modes of transportation as designated by the Contracting Officer (CO) or their Contracting Officer's Representative (COR) and Alternate Contracting Officer's Representative (ACOR). In addition, S&RTS requirements include equipment to perform all required documentation, to include other related miscellaneous requirements. The Contractor shall provide all gear, equipment, materials, space, management, and sufficient amounts of qualified labor to satisfy the full scope of services in this contract and make every effort to rectify shortfalls, for which the Government will compensate the Contractor by applicable commodity or man-hour rates as designated by the Schedule of Rates (SOR).

10 Mar 25 - Amendment 4 - The suspense date for RFP submissions was eliminated until further notice

13 Mar 25 - Amendment 5 - The suspense date for the RFP was amended to 03/24/2025 at 10:00 AM; The PWS was updated to reflect the clarity resulting from the Q & A from contractors.

20 Mar 25 - Amendment 6 - The Schedule of Rates was updated to correct the labor rate formula in the description for Differential Rates and the formula for commodity rate in line item calculated in row #176 of the Hueneme tab. The labor rate differential includes the base rate in the calculations and labor rate totals should not be calculated using the base rate in addition to the differential rate if the differential rate includes the base rate.

Background
The Military Surface Deployment and Distribution Command (MSDDC), headquartered at Scott AFB, IL, is an operational-level Army force designated by the Secretary of the Army as the Army Service Component Command of the United States Transportation Command (USTRANSCOM).

MSDDC is responsible for providing coordination worldwide for origin to destination surface traffic management support and coordinates surface and multimodal transportation contracted functions for all Department of Defense (DOD) and other U.S. Government entities.

The goal of this contract is to provide Stevedoring and Related Terminal Services (S&RTS) in connection with the import and export of Defense Transportation System (DTS) sponsored cargo at designated seaports in Southern California.

Work Details
The contractor shall provide S&RTS covering the full spectrum of handling military cargo, including containers, vehicles, breakbulk, and rotary or fixed-wing aircraft.

Tasks include:
- Stevedoring and longshoring for vessel, commercial truck, and rail loading & discharging.
- Port reception and disposition management.
- Management of cargo staging areas.
- Intra-port transfers and cargo preparation.
- Tallying & checking services.
- Handling & warehousing government-provided dunnage and tiedown materials.
- Providing physical security, facilities, storage/staging, office space, supplies, equipment, documentation/reports for port operation expenses.
- Capability to work multiple vessels simultaneously at all ports 24/7 throughout the year.
- Compliance with all applicable regulations regarding hazardous materials and military vehicles up to 150,000 lbs. All services must be approved by the Contracting Officer or their representative.

1 May 2025 - 30 April 2030

Place of Performance
Ports of Naval Base Ventura County, Port Hueneme, Port of San Diego, and Naval Air Station North Island in Southern California.
