Provide Stevedoring and Related Terminal Services (S&RTS) handling the import and export of Defense Transportation System (DTS) sponsored and non-sponsored cargo through the Pacific Northwest (PNW) Ports of Tacoma, Everett, Olympia, Grays Harbor, Washington and Port of Portland, Oregon. These five strategic Northwestern seaports are located where the Pacific Ocean meets the mouth of the Puget Sound River and the Port of Portland, Oregon. All tasks shall be completed per requirements stated throughout this Performance Work Statement (PWS) and in a manner consistent with Safety, Efficiency, and Customer Service in Mind .

Background
The contract is issued by the 833rd Transportation Battalion at Joint Base Lewis-McChord, Washington, to provide Stevedoring and Related Terminal Services (S&RTS) for the import and export of Defense Transportation System (DTS) sponsored and non-sponsored cargo.

The goal of the contract is to ensure efficient handling of cargo through the strategic Pacific Northwest ports, specifically Tacoma, Everett, Olympia, Grays Harbor in Washington, and Portland in Oregon. The services are to be performed with a focus on safety, efficiency, and customer service.

Work Details
The contractor will be responsible for providing stevedoring and related terminal services at the specified ports. This includes loading and unloading cargo from vessels, securing cargo for transport, managing terminal operations to ensure timely processing of shipments, and adhering to safety regulations throughout all operations.

The contractor must also maintain communication with port authorities and adhere to all local regulations regarding cargo handling. Essential contractor services must be maintained during crisis situations as outlined in the Mission-Essential Contractor Services Plan.

Period of Performance
The period of performance for this contract is from August 1, 2025, to July 31, 2030.

Place of Performance
The services will be performed at the Pacific Northwest Ports of Tacoma, Everett, Olympia, Grays Harbor in Washington, and Port of Portland in Oregon.
