SDDC requires Stevedoring and Related Terminal Services (S&RTS) at the Kingdom of Saudi Arabia (KSA) in connection with the import and export of Defense Transportation System (DTS) sponsored and non-sponsored cargo. All tasks shall be completed per requirements stated through the Performance Work Statement (PWS) and in a manner consistent with safety, customer service, and on-time deliveries and pickup of USG cargo in mind. S&RTS services will cover the full spectrum of managing US Military cargo (e.g., containers, vehicles, breakbulk, and rotary or fixed wing aircraft) transitioning through designated seaports/airports.

Amendment 0001 - The purpose of this Amendment is to:
1. Extend the due date for proposals to 30 April 2025, 04:00 P.M. Central Time (CT)
2. Revise the Addendum to FAR 52.212-1, Instruction to Offerors--Commercial Products and Commercial Services (MAR 2023) to extend the due date for proposals to 30 April 2025, 04:00 P.M. Central Time (CT) and extend the due date for inquiries to 15 April 2025.

Amendment 0002 - The purpose of this Amendment is to:
1. Replace "Attachment 2 - SOR_Saudi Arabia" with amended "Attachment 2 - SOR_Saudi Arabia_08APR25" to fix administrative errors.
2. Post Round 1 Questions & Answers (Q&A).

Amendment 0003 - The purpose of this Amendment is to:
1. Post Round 2 Questions & Answers (Q&A).
2. Replace "Attachment 1 - PWS Saudi Arabia_05Mar25" with amended "Attachment 1 - PWS Saudi Arabia_23Apr25" to correct an administrative inconsistency in paragraph 6.2.3.1 and rename all references of "Service Delivery Summary" to "Performance Requirements Summary". All changes to the PWS are identified in red text.

Background
The Military Surface Deployment and Distribution Command (MSDDC), headquartered at Scott AFB, IL, is an operational-level Army force designated by the Secretary of the Army as the Army Service Component Command of the United States Transportation Command (USTRANSCOM).

MSDDC is responsible for providing worldwide coordination for surface traffic management support for the Department of Defense (DOD) and other U.S. Government entities. Established in 1965, MSDDC has been vital in supporting military operations, including wars, contingencies, training exercises, and humanitarian relief efforts.

This contract aims to provide Stevedoring and Related Terminal Services (S&RTS) throughout the Kingdom of Saudi Arabia (KSA) to facilitate the import and export of Defense Transportation System (DTS) cargo.

Work Details
The contractor will provide S&RTS at designated seaports, airports, military bases, and other inland destinations within KSA, covering up to 1,500 kilometers. Key tasks include: managing US Military cargo such as containers, vehicles, breakbulk, and aircraft; performing stevedoring and longshoring tasks for loading/discharging vessels; port reception and disposition; cargo management staging; intra-port transfers; cargo preparation; tallying & checking; warehousing dunnage and tiedown materials; inland transportation; pickup and delivery of cargo.

The contractor must be capable of operating 24/7 throughout the year at various locations including Riyadh, Dammam, Dhahran, Yanbu, Jeddah International Airport, and others. All services must comply with safety standards and require prior approval from the Contracting Officer or their representative.
