Notice of Intent LEWI Waste and Recycling

Background
The National Park Service (NPS) is issuing a notice of intent to award a sole source contract for solid waste and recycling services at the Lewis and Clark National Historical Park (LEWI). This requirement is mandated by a Solid Waste Franchise Agreement with Clatsop County, under Oregon State law ORS 459A.085. The contract aims to ensure compliance with local regulations regarding waste management.

Work Details
The contractor will be responsible for the collection, transport, and disposal of solid waste and recycling from NPS facilities at the LEWI site. The scope of work includes:

1. Providing all labor, supervision, tools, transportation, materials, supplies, and equipment necessary for solid waste collection and disposal operations. Exclusions include hazardous wastes and materials exceeding 75 pounds.

2. Collection of solid waste produced from park operations including facility maintenance and grounds maintenance.

3. Collection of recyclables such as cardboard, paper, and mixed recycling; the contractor must notify the representative if non-recyclables are found in containers.

Period of Performance
The contract will have a base year plus up to four option years, totaling a maximum of five years.

Place of Performance
Lewis and Clark National Historical Park Maintenance Compound, Clatsop County, Oregon.

Bidder Requirements
Only Recology Western Oregon - Coast, Inc. is eligible to bid due to an exclusive service structure established by Oregon state law and Clatsop County’s solid waste franchise system. No other vendors are legally permitted to provide these services within the designated area.
