BLM-WY-NHTIC SNOW REMOVAL
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.

Basic Contracting Requirements:
1. Active Registration: www.sam.gov/SAM
2. Compliance with Section 889 clauses.
3. Invoicing and Payment: www.ipp.gov - 30-day prompt pay after delivery. We can accept and pay interim invoices.
4. FAR Part 12 - Commercial Items Provisions and Clauses
5. Evaluation Criteria provided in FAR clause 52.212-2.
Instructions to Offerors:
- Check your SAM registration, this must be current at the time you make your offer.
- Please email with any questions you have, prior to the closing date, with enough time to research an answer.
- Email your signed quote package to: hle@blm.gov, with the title and solicitation number in the subject line, no later than the closing date. Include your Unique Entity Identifier (UEI) number on your quote.
- You may put your prices on the SF-1449 form but must also fill out the Bid Schedule.
- Include enough description/information in order to determine technical acceptability.

Background
The Bureau of Land Management (BLM) is seeking snow and ice removal services for the National Historic Trails Interpretive Center (NHTIC) located at 1501 N. Poplar St., Casper, Wyoming.

The goal of this contract is to ensure safety and accessibility for government employees and visitors during winter weather conditions, maintaining a professional appearance consistent with government facility standards.

Work Details
The contractor will provide comprehensive snow removal services, including:

1. Snow Plowing Services: Initial snow removal must be completed before 7:00 a.m. for snow depths greater than one inch (>1”). In cases of substantial snowfall exceeding six inches (>6”), multiple removals may be required throughout the day.

2. Employee/Public Parking Lot and Loading Dock: The parking lot and access roads span approximately 70,000 square feet. Snow must be completely removed from these areas, ensuring no trailing windrows are left behind. All parking spaces must be cleared for full use, and if snow storage areas reach capacity, the contractor must transport snow to an alternate off-site storage area. Clean sand free of lumps or rocks must be applied after plowing is complete; however, no sand or deicer is required on sidewalks.

Period of Performance
The contract period will commence on January 1, 2026, and continue through December 31, 2030.

Place of Performance
All services will be performed at the Bureau of Land Management's National Historic Trails Interpretive Center located at 1501 N. Poplar St., Casper, Wyoming.
