In accordance with Federal Acquisition Regulation (FAR) 6.302-1, the National Park Service (NPS), National Capital Region, intends to award a sole-source, firm-fixed price contract to:

This procurement is for solid waste transfer station services in support of the National Mall and Memorial Parks. The Government requires a Transfer Station facility within a 15-mile radius of the National Mall due to operational and logistical constraints. BFI Waste Services, LLC is the only known source that meets this requirement and is the only transfer station within this geographic range.
This Notice of Intent is not a request for competitive proposals or quotations. This notice is being provided for informational purposes only.

Background
The U.S. Department of the Interior, National Park Service (NPS), National Capital Region, is seeking to award a sole-source contract for solid waste transfer station services to support the National Mall and Memorial Parks. The goal of this contract is to ensure efficient waste management operations within the park, which includes the requirement for a transfer station facility located within a 15-mile radius of the National Mall due to operational and logistical constraints. BFI Waste Services, LLC is identified as the only source that meets these requirements.

Work Details
The contractor shall provide all labor, supplies, materials, equipment, and travel necessary to operate a waste transfer station and manage waste tonnage documentation for the National Mall and Memorial Parks. Key tasks include:

A. Establishing a transfer site within a 15-mile radius from East Potomac Park Maintenance Site;

B. Operating hours from Monday through Friday, 4:00 a.m. - 4:00 p.m., and Saturday from 4:00 a.m. - 2:00 p.m.;

C. Providing weight tickets from an approved landfill facility scale attached to invoices submitted through IPP.gov;

D. Accepting NPS rear load trash vehicles;

E. Ensuring the site is certified with state and EPA regulations;

F. Maintaining operations on July 3rd and resuming normal hours on July 5th;

G. Providing price per ton for dumping on bid sheets for each option year.

Period of Performance
The contract will be awarded for one base period with four option years and a potential six-month extension.
