Background
The contract is for janitorial services at the Theodore Roosevelt National Wildlife Refuge (NWR) Offices and Visitor Service Center located at 5068 Highway 61N, Rolling Fork, MS 39159. The solicitation is issued as a request for quotation (RFQ) with an anticipated award date within 10 days after the close of the announcement. The requirement is being solicited as a 100% Small Business Set-Aside, and the small business size standard is $22M. The contracting agency intends to award a firm fixed-price contract resulting from this solicitation based on 'Best Value' criteria, which includes past experience and price.

The period of performance shall be for one Base Year of 12 months and four 12-month option years.

Work Details
The contractor is required to provide janitorial services including:
- Cleaning doors, floors, windows, furniture, restrooms, kitchen counters, tables, sinks, chair seats
- Wiping down equipment with duster
- Emptying trash receptacles
- Removing cobwebs
- Wiping water fountain.
The contractor shall develop and maintain an effective quality control program to ensure services are performed according to the Performance Work Statement (PWS). Additionally, the contractor's performance will be evaluated by the government in accordance with the Quality Assurance Surveillance Plan.

Period of Performance
The specific dates for each option year are as follows:
- Option Year I: 03/01/2025 to 02/28/2026
- Option Year II: 03/01/2026 to 02/28/2027
- Option Year III: 03/01/2027 to 02/28/2028
- Option Year IV: 03/01/2028 to 02/28/2029.
