****9/22/2021 update****
Site visit is mandatory for all vendors who wish to submit a proposal for this requirement.
Flight for mandatory site visit on Midway will be scheduled for Monday 10/25/2021, leaving from the island of Oahu, HI at Approx 8AM and will leave Midway for Oahu the next day (10/26) at Approx 9PM. If there are not enough available flight seats to meet demand, a second flight will be scheduled for Thurs 10/28/2021 and leave Midway on 10/29/2021.
Contractors attending the site visit (up to 2 per firm) must provide BOTH proof of COVID vaccination AND have a valid negative COVID test that was taken within 72 hours of the flight to arrive in Hawaii. If the person attending the site visit is Hawaii based, then the COVID test must be taken within 72 hours of the Oahu to Midway flight.
Covid test will comply with Hawaii's testing guidelines

If you appear to be sick, you WILL NOT be allowed to enter into the charter flight to Midway.
To enter onto Midway, Site Visit attendees must bring:
1. a valid passport
OR
2. a valid Driver's License AND a birth certificate
Complete the 2 attached forms for each Midway Site Visit participant. Email the forms and provide your DUNS # and CAGE code to: Robert_Sung@fws.gov prior to 5PM pacific time on 10/6/2021 with 140F0421R0044 in the subject line.
Only 8(a) firms are allowed to attend the site visit.
The vendor is responsible for all travel costs associated with this site visit.
The cost of the round trip flight to and from Midway + meals + Lodging is about $4,220.00, payable by check or credit card upon arrival on Midway.

This synopsis is hereby issued in accordance with FAR Part 5.203(a) in response to the mandatory 15-day notification before issuance of a solicitation.
This is NOT a request for proposals (RFP), Request for Quote (RFQ) or Invitation to Bid. The intent of this pre-solicitation synopsis is to request industry comments for Base Operations Support Services Draft RFP 140F0421R0044.
The proposed contract will be a single award contract in support of Base Operations Support (BOS) Services at Midway Atoll. See attached Draft PWS.
This requirement is restricted as an 8(a) Set aside (Competitive) pursuant to FAR 19.805. SBA Requirement Number UR1627513556B.
NAICS: 561210 - Facilities Support Services
A MANDATORY site visit date will be issued with the solicitation. Contractor will be responsible for the cost of the flight, overnight lodging, and meals for the 2 or 3 day trip from Hawaii (Oahu) to Midway. The government will arrange the flight, days will be determined before the solicitation. There will be only 1 site visit, which will be held during the solicitation period. The cost per seat will be calculated on the basis of total number of occupied seats divided into the cost of the flight. Minimum cost (to include lodging on Midway and meals) will be approx $4k per seat.

Background
The Midway Atoll National Wildlife Refuge and Battle of Midway National Memorial is located in the North Central Pacific Ocean, about 1,250 miles west-northwest of Honolulu, Hawaii. It is owned and administered by the U.S. Department of Interior, U.S. Fish and Wildlife Service (Service). The atoll is home to over 3 million birds of 21 different species and a diversity of other marine life. The significance and the sacrifice of the U.S. soldiers, sailors, Marines and Coast Guardsmen in the final outcome of World War II in the Pacific have been recognized by the additional designation of the Refuge’s land and water area as the Battle of Midway National Memorial.

Work Details
The proposed contract will be a single award contract in support of Base Operations Support (BOS) Services at Midway Atoll. The work includes mobilization and demobilization required by the contract at time of award.
The Contractor shall provide an annual management evaluation and assessment report with the same categories and structure as the Quarterly Performance Report. The Contractor shall manage and execute all activities included in this Performance Work Statement (PWS) consistent with Occupational Safety and Health Administration (OSHA) standards, within the bounds of accepted safety practices and as required by Service policy and guidance. The Contractor shall comply with all Service policies and directives pertaining to environmental laws and regulations.

Period of Performance
The Contractor shall assume all responsibilities on February 1, 2022 with one (1) month to become fully operational. The period of performance for this contract is not explicitly stated.
