Background
The Southwestern Power Administration (SWPA), part of the U.S. Department of Energy, is seeking a contractor to provide Grounds Maintenance services at their Headquarters building located at 6655 S. Lewis Ave., Tulsa, OK. The goal of this contract is to maintain the grounds in accordance with the attached Performance Work Statement and Wage Determination, ensuring an attractive and well-kept appearance.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform Grounds Maintenance services. Specific tasks include:

1. Mowing and edging all turf areas to maintain a height no higher than 2.5 inches using mulching mowers;
2. Clearing grass clippings from walkways and ensuring uniform appearance;
3. Edging sidewalks and driveways to match surrounding grasses;
4. Trimming grass and weeds around obstacles such as trees and buildings;
5. Maintaining improved grounds in accordance with the standards outlined in the Performance Work Statement.

Period of Performance
The contract will be performed from January 1, 2025, to December 31, 2025, with options for additional years extending through December 31, 2027.

Place of Performance
The contract will be performed at the SWPA Headquarters building located at 6655 S. Lewis Ave., Tulsa, OK 74136.
